This could be possibly due to a short in your keyboard, but it most likely is due to corruption in the files needed to tell the computer how to boot into windows (boot.ini or even the actual ntoskrnl.exe file).
If you have another keyboard, you could try to boot with it plugged in and see if it will use the external one first. If this boots without issue, then you will need to get the keyboard replaced. If not, then you have a bigger issue on your hands.

You could try booting to last known good configuration by pressing F8 while your computer boots up to get to the Advanced options menu (if you're running windows XP or windows 2000).

If that didn't work and you don't mind losing what what on the hard drive (like if you just got this computer or whatever), then I would just install again and re-format. You will need a restore disk, or a windows install disk though. (check with IBM website for your model, I know that Compaq used to send them to you for a few dollars so you never know).

And if not.... well, I see that XP home is $90 OEM now. :)
Hope it helps, those IBM laptops are great, i always liked mine.

Good luck!!

That's the Windows kernel. Your OS may be hosed!

Call IBM for tech support.
