I have a friend who had a husband in the military, and they had two kids. They were moved out to another state, and it was there they had a divorce. Now my question is, will the military pay for her and her children to go back to their original home or are they stuck here? And what sources are there (military codes, etc) that I can get info on the regulations surrounding this?

The minute the divorce was final she was probably notified that she had 24 hours to remove her belongings from the base. That's how it works, the military isn't responsible for her or her belongings. Her husband moved her out there, not the military.
