We do have the technology & why not? Think about it. It will be like the city of the Aquarium.

they've had unsuccessful bio dome attempts. They're building islands in Arabia. I'm not sure of the physical effects of being deep for long periods of time. Underwater will likely be the testing ground for any colonization of the moon thoughts. It would be very expensive and there's little benefit, even scientifically. You can just go down and come back up if you want to do something.

It would be neat but little justification for it. Maybe as a tourist hotel but it would have to be nice and need a lot of money on a risky venture.

The costs do not outweight the benefits, there really isn't a point to. Can you imagine the tax payer outcry? There is already a huge uproar over the cost of rebuilding New Orleans which is below sea level. We can't even manage to control the pollution or eco systems above ground it's not going to be easy to do it below. Then there are the effects of no sun, water pressure, etc. The closests we can get is some of those super submarines which are like little tiny cities in a way.

For the same reasons we have not built a city on the moon. The atmospheric conditions are completely unsatisfactory for the human body to function at their optimum level as they do in our accepted environment. To compensate for the external factors, (both on the moon and under water) humans would require uncomfortably intrusive additions to their lives to allow the body to perform to its optimum design ratio. Several major multi-national development companies have(and still are) working on ways to overcome these problems, but in the short-term the current thoughts are that it is more likely an unprofitable holiday destination than a financially viable working city.

We dont have the technology. going to the moon does not mean we can build a city at the moon. Plus, it is too costly and I dont see how it is more beneficial than living on land.

because there is nothing and no one on the moon it's boring. but underwater, there are fishies. they don't want us there. if they wanted to be around us they would be on land.
