You are never going to discipline the testoterone out of a boy - you have to mistake proof the bike. You are on the right track.
There are kits out there (mostly used in Europe, due to the laws there) that limit a motorcycle to only 40hp output. This would be a good option to explore.

Simply put, even a small displacement motorcycle can easily outpace most cars. And, for what it's worth, most cars ARE limited. I found out that my wife's Grand Am GT was limited to 110 when I lived in Germany, and drove on the Autobahn. At 110, it stops making power, and coasts back below that speed. Same with my Mazda P/U, which I think is limited to 90 MPH, if I remember correctly. So, really, limiting a bike to 186 is not a problem. There is no reason anyone outside of motoGP should even get remotely close to that speed, so who really cares?

In the States, there are devices to limit the engine rpm on some smaller bikes, generally not street bikes.
That being said; I caution strongly against any throttle modifications due to liability issues. If done and certified by the manufacture for your particular country, then go for it.
We have laws here in the US that prohibit vehicles under certain horse power from being licensed or ridden on roads or highways. In essence, you are going to limit horse power.
A governor for speed is a different story. Check with local laws before making any decisions.

Buy slower motorcycles or If they get a ticket make them ride the scooter of shame.
Get a piece of crap scooter and paint it pink with flowers. After a month of that they will avoid speeding. ;-)

--Remove the carburetor top (where the cable goes in).
--Remove the cable from the throttle slide.
--Insert the cable through a nut and re-attach the cable to the slide (don't forget the spring).
--The nut will restrict the throttle slide from raising all the way.
--Insert more nuts to slow it down even more.

limiting you vehicles ability to get out of the way would open you up to all kinds of liability issues it's time to get tough with the boys themselves tell them if they are caught speeding they are fired point blank thats how it got to be but if you go altering the bikes capabilities your asking to be sued when one gets hit by a truck and a boy is hurt or killed . this is an employee discipline issue not one with the bikes .

take the throttle housing apart and place a small piece of plastic so the throttle can only turn the required amount.or change the size of the rear cog to a larger one.

Its safer for them to go faster than surrounding traffic. 40 km/h makes them sitting ducks.
