The assumption is that Graduate is the level line. Under it is undergraduate. Above it is postgraduate.

The logic? Similar to:
A cat's lower jaw cannot move sideways


*addition: the "post" implies beyond or after, as in postmodernism, postcolonialism or postfeminism. Hence postgraduate and postdoctoral assignment.
You cannot say over-graduate because that may imply excess not less.

The logic? Similar to:
When the moon is directly "over" you, you weigh less

There is graduate school in between.

Undergarduate school: study for BS or BA degree
Graduate school: study MS or Ph.D. degree
Post graduate studies: you are a postdoctoral fellow, you already have your graduate degree. Usually, you don't get any new degree at the end.

Post graduate school comes after graduate school. It can be confusing I guess.
