If I didn't have to choose between is/are, I would have said--Last to arrive was a group of boys. But, I will say are.

"Is" used when the object (I forget the correct term) is singular, "are" when it's plural. "Is" is the correct choice in this case because it refers to "group" (not boys) which is singular.
