Pseudoscience is any body of knowledge, methodology, belief, or practice that claims to be scientific but does not follow the scientific method, for example the testability requirement. Such subjects are often in conflict with current scientific consensus. I wouldn't consider it a bad or good thing. You can read more about it here:

They are refering to the subjective nature of evidence that psychology accepts. Compared to "hard" sciences like physics or chemistry.
