Technically no, but having a passport will make everything so much easier on her. Customs can be a real pain in the @ss if you don't have a passport.
That is only if she is driving however. If she is flying into Mexico, she will have to have a passport. There is no getting around that in airports these days.

depends where you live, if she lives in Mexico, then duh!, she doesn't need any passport, but if she's not living in Mexico, better get that passport ready!
