I asked my old boss if I could use her as a refference and she said its against company policy, and that they have to contact a 800 number. Is this true? She als said she is not allowed to give out recomendation letters.
I voluntarily quit because I was being harrassed. Does that have something to do with it?

Many companies don't allow their managers to provide reference letters or give out reference letters, so this is probably true. This is to avoid liability in the event that a manager speaks out of turn and says something that the company can be sued for.

No, it could mean that her company doesn't like doing references. Most places dont.

You can't Legally give a negative feedback about someone, it can lead to law suit. SOO .. therefore if you don't give any, it ends any question right there.
