She means that segregation was wrong when white people forced it on black people, and it is just as wrong when black people segregate themselves. It doesn't matter what the means or reasons are, the results are still the same.

I think she meant that it was wrong for white people to pass laws for segregation, but it is also wrong for black people to have restaurants, communities, schools etc. and ask that it be for blacks only. No matter if you are black or white it is wrong to say that something can only be for one color and not the other.
