Los Angeles obviously has a much more significant populations than Houston and so their economic output isn't a balanced comparison. Los Angeles also is home to the entertainment industry which brings in massive revenues (the world box office last year was $23 billion). Another difference might be the tourism advantage that LA holds over many other urban areas.

The BLS classifies data by metro areas. the LA metro area has 19 million people see http://www.bea.gov/regional/bearfacts/action.cfm?fips=57097&areatype=57097&yearin=2005
Houston metro area has only 6 million and is ranked 11th
