Music is different. Charachter is different too. Tango is classy and fiery, salsa is playful and sexy. Tango travels around the room, salsa is danced in place. Hip movement is noticeable and typical for salsa, while in Tango it is not at all apparent and you never wiggle them.

Is salsa a ballroom dance? Yes and no. It is taught in ballroom studios and danced socailly along with other dances. But it is not as strict as other ballrom dances. Much stricter version of Salsa is Mambo (actually, the other way aroud - salsa is relaxed version of Mambo) Salsa is also taught and danced at Latin nightclubs where they don't dance British ballroom. Salsa can be part of Ballroom competition in Nightclub division. Tango is part of both Standard and Smooth divisions.

In international ballroom tango is a Standard dance. In American ballroom it's a Smooth dance. Argentine tango in its various forms is not quite in the same category, but it doesn't quite fit as a Latin (international) or rhythm (American) dance, either. It would be closer to the former than the latter category still, though.
One of the nine official competed dances in American ballroom is mambo, a rhythm dance, and salsa is to a large degree a variant of mambo. Tito Puente thought there was no real difference, and is quoted as saying, "Salsa is what you eat." Many ballroom studios, though, will teach salsa and show some of the typical differences that are emerging between the two.
