A bad attempt on Germany's behalf to try to weaken the U.S. and avoid war with them by using Mexico as another nation to support the 'cause'.
Germany, at the time, believed England surrender was imminent and wanted to avoid war with U.S.
Since tensions were high even then with U.S. and Mexico, Carranza took a good look at the telegram, but realized it was not at all feasible or responsible.

The Zimmerman Telegram was sent to the see if Mexico would enter on the side of Germany and Germany promised financial assistance and the return of territory lost in the Mexican-American War of 1848 which would be Arizona, New Mexico and Texas. It was mentioned that the Japanese Government would also enter into the agreement but what role they would play was never mentioned. The Mexican government gave the proposal to the Army to see if it was feasible and the government decided it wasn't as 1st, it would mean declaring war on the United States something Mexico did not want to do, it could not defend the territory it would gain nor administer to the large English speaking population in the territory it had taken and more importantly Germany had neither the logistical capability nor financial resources to supply Mexico for an indeterminable time frame. Mexico denied the request of Germany on April 14, 1917....the U.S. had declared war on Germany on April 6th.

I don't think about the "Zimmerman Telegram" sent by the Nazis, because the Nazis did not send the telegram. Wrong war - wrong group of Germans too.
The telegram:
"We intend to begin on the first of February unrestricted submarine warfare. We shall endeavor inspite of this to keep the United States of America neutral. In the event of this not succeeding, we make Mexico a proposal of alliance on the following basis: make war together, make peace together, generous financial support and understanding on our part that Mexico is to reconquer the lost territory in Texas, New Mexico, and Arizona. The settlement in detail is left to you. You will inform the President of the above most secretly as soon as the outbreak of war with the United States is certain and add the suggestion that he should, on his own initative, invite Japan to immediate adherance and at the same time mediate between Japan and ourselves. Please call the President's attention to the fact that the ruthless employment of our submarines now offers the prospect of compelling England in a few months to make peace."

It was not the Nazis who sent the Zimmerman note or telegram but it was Germany under Kaiser Wilhelm II. The Germans were of the impression if they could keep the US iut of the war by stirring up border disputes with Mexico they could finish off the British . The Mexican government government ,however did not take the note serious enough because of the lack of viability tosee it through completion.
