I have received emails from stamps.com, which seems to legitimate, but they never follow through. I want to report this to yahoo and find out how to contact the better business bureau to see if I can get my money back.

The BBB should be listed in your phone book.
If you want some fast action, gather the e-mails, proof of purchase, whatever you have, copies of correspondence, and contact your local paper or TV station. We have an "action reporter" in my city who looks out for scams. Usually, all it takes is a contact from the reporter to get the problem on the way to being solved. Scammers do not want the bad publicity.

In my opinion, e-mails are too easily ignored.
