It's only considered a "new toy" by democrats who insist in drafting bogus bills that the president clearly has told them he will veto - all the while knowing full well that they will never get the 2/3rds majority to over ride the veto. Perhaps they could use their time more efficiently if they worked on proposals that have a chance of actually producing some positive changes in policy.
