An electrician performing a repair on an electric fence first turns off the power. As an extra precaution, he touches the fence with the back of his hand before beginning repairs. Why does he use the back of his hand?

The back of your hand is used rather than the front because if there is current in the electric fence, it would cause your muscles to contract - thus making you grip onto the fence.

If there is a shock the muscles will contract away from the fence, rather then towards it.

That way if there is current present he won't grab onto it do to muscle contraction by electric shock.(his muscles will tend to pull away from he fence.It's still stupid though that's why test equipment was made.

less moisture, conducts less electricity. Still not smart, the electricity will still flow through his heart, while on it's on it's way out their foot. Or vice versa, depending on current type and polarity.

Back of hand is generally dry, palm is often wet and a better conductor. I don't recommend it because there are tools that you can use instead of shocked.

The answers so far are most probably correct - but there are far better ( and safer) methods to check to see if the voltage is still present or not.
