unscrew the bottom float bowl under the carb. the round thing with the screw/bolt in the bottom. that bolt also acts as a jet/orifice. once you get it off you will see the float and the needle to stop the flow. water/bugs/spider seems to cause the problems

The best way is to remove the carburetor and clean it with a good parts cleaner. Blow out all the passages with compressed air and reassemble using a rebuild kit. Also clean the gas tank and fuel line, that is where the dirt, water, bugs etc. are coming from.

Do what Hometech said - however if the float is full of gas (or water) then there is a hole in it and nees to be replaced. Also do not drop the needle it is tricky to put back in the first time you try it.

Take off the parts that are blocking you from removing the top of the float chamber, like your air filter.I think there is only one screw or bolt, and it's a bit hard to access, but it's do-able.
