If you're talking about the type of transfer that leaves a vinyl film or something similar on the fabric (rather than a dye transfer), you can TRY heating various parts of it and pulling it up in pieces while still hot... may leave a bit of residue though.
Instead, you could do various things though.
If the incompletely transferred areas are small, you could paint the blank areas in the colors they were supposed to be with "fabric paint" or just plain acrylic paint --alone, or thin down with water or better with a "fabric medium" added to it to give the paint more suppleness.
Or you could cover up the whole thing with a sewed-on fabric "applique" of some kind ... I used to do that with pieced quilt squares, or just fabric shapes, to cover up stains on the front of a sweatshirt or t-shirt, but you could use any fabric or trim ... e.g. perhaps a section from some jeans (an area with the pocket?), etc.
Or maybe you could apply a larger transfer over the older one.
Since the first one didn't transfer well though, you might need to get more info on transferring successfully... for example, are you using a stiff board or something similar underneath so you can really get good contact when you push down? ... are you leaving the iron in place long enough in each area?...are you prewashing the shirt and not using any fabric softener before applying?... are you not washing the shirt for at least a week afterward? (and preferably inside out, and not using a strong detergent like Tide?)
