Both lungs and gills depend on dissolved oxygen in the water. To successfully 'breathe' underwater without the aid of oxygen mix tanks you would need a portable electrolysis device to break up the ambient H20 into its constituents, a suitable fluid substituted for the blood in your veins like freon with its higher oxygen affinity, or some sort of genetic modification of your cells to allow rapid photosynthesis.

The reason we cannot breathe liquid water is because the oxygen used to make the water is bound to two hydrogen atoms, and we cannot breathe the resulting liquid. The oxygen is useless to our lungs in this form.

Water is O2, no hydrogen to breathe, plus our lungs aren't for taking oxygen from liquid, that stopped once you were born, unless you're a fish.

Same reason that even though human bodies are 18% carbon, you can't write with one. You COULD light your barbecue with a person, but it would be a bit smoky.

I dunno it's just a guess really, but maybe water doesn't have enough oxygen in it for us to breath.
