i was gonna play my CS that i just bought, but it says that my video hardware is below the minimum requirements. my question is what is a video hardware, do they mean the graphics card or what?

It's a video card. Get a GOOD video card and do not settle for minimum requirements. Minimum translates to slow frame rate, low resolution and lowest quality settings OR simply miserable gameplay.

yeah, the video card you have is probably an onboard video card. you would need to get a video card put in.
