When the House-passed bill reached the Senate floor in March 1964, three groups of senators formed: ((PRO-CIVIL RIGHTS)) Democrats, ((SOUTHERN)) Democrats opposed to the bill, and Republicans. Senator Hubert H. Humphrey led the Democrats who supported the bill and worked actively for its passage. As Senate majority whip, Humphrey enjoyed the support of Mike Mansfield, Senate majority leader. Together they were determined to pass the legislation and even arranged grueling twelve-hour daily sessions to wear down the opposition. Humphrey's task was to line up supporters to defend the bill in debate, to persuade reluctant members of his party to vote for passage, to encourage publicity, and to count votes. The Senator from Minnesota labored hard for passage and sought cooperation from many sources, including the Republicans.

Senator Richard Russell, Democrat from Georgia, led the so-called opposition forces. The group was also known as the "((SOUTHERN BLOC))." It was composed of eighteen ((SOUTHERN)) Democrats and one Republican, John Tower of Texas. Although a hopeless minority, the group exerted much influence because Senate rules virtually guaranteed unlimited debate unless it was ended by cloture. The "((SOUTHERN BLOC))" relied on the filibuster to postpone the legislation as long as possible, hoping that support for civil rights legislation throughout the country would falter. The Democratic leadership and Humphrey could not control the ((SOUTHERN WING)) of the party.

Republicans lost the minority vote decades ago when thye stopped paying attention to blacks at all. The Democratic party used to be different than they are now. The KKK actually used to vote Democrat now they vote Republican.

Honestly, if Republicans didn't ignore minorities (other than illegal aliens), they would really win 75% of the popular vote time and time again.

To the gentleman below that claims Dems never did anything for blacks, you are really misinformed. Bill Clinton's presidency allowed for more blacks to own homes, attend college, be employed, stay out of prison, and get out of poverty than any president before him. Bush's administration has done a good job destroying all of the programs now.

Southern Dems are conservative Dems.

It's a fact. I live in a very very conservative state.......I lean more toward the liberal side though I do have some conservative view....However I can't even side with the dems in my state b/c they are so darned conservative.

So I am not suprised by that in the least.

No, but I think its important to note that liberals are the ones throwing gas on the fire of racial issues both existent and non-existent because they like the power that comes with being associated as a leader in civil rights. People like Jackson and sharpton are struggling to stay relevant and most black people I talk to think that those men are complete fools and make a mockery of civil rights and do not speak for them.

Yes. And did you know that if the Democrats would stop nominating Leftist Liberals who wanted to take away our God, guns and guts, the Democrats could get them back?

No matter what label you put on the Republican party and on the Democratic party, REPUBLICANS HAVE ALWAYS BEEN AND CONTINUE TO BE ALWAYS RIGHT WHILE THE DEMOCRATS HAVE ALWAS BEEN AND ALWAYS WILL BE WRONG.

And if you think that somehow by calling the Republicans of the past "liberals" somehow gives you the right to claim credit for freeing slaves and giving blacks equal rights, well, nice try. Why are you in the racist party?

As far as I can tell the democrats have never done a darn thing for black people.....look at those poor people of new orleans......the lives were compared to that of a third world nation.....and theyve probably voted democratic all their lives.............my question is this...........what has a democrat ever done for blacks.........If they had done something, why are blacks in such crappy shape????
