I found this a while back at the link below and have been doing it - it works great, and it's CHEAP!
How can I get my tires really clean – without spending a fortune on tire cleaners?
Try using a regular scrub brush and some household cleanser, such as Comet. If you have whitewalls and they are stained badly, scrub the tire and leave the cleanser on the tire a few minutes before rinsing. This is a very drying process for the rubber, so be sure to use something on the tire when you're done – like Armor-All or one of the tire-specific coatings/treatments.
PS I use Ajax.

I always used Brillo or SOS Pads. Cheaper than commercial products designed just for whitewalls, they did an excellent job.

The thing ive been useing for over 45 yrs is just plain old household bleach.Just spray or wipe some on let it set for 10 minutes and hose off.Job done

staring fluid will clean any thing off whitewall tires. just spray it on and wipe it off.
