Jason Marquis was a sandwich pick by Atlanta in 1992 and I was curious about what it means to be a sandwich pick.

it means if you're Team A and im team B and I sign a free agent that was on your team, you get my draft pick.

if your player is really good, you'd get my first round pick. (if FA signed is ok, 2nd rd, so on)

that pick is called a sandwich pick.

The MLB amateur free agent draft has 30 picks per round -- one per team (though in 1992, it would have been 28; the Rockies and Marlins did draft that year). MLB guidelines do not allow the trading of pick slots, but under certain conditions, a pick must be ceded to another team -- usually this only occurs when Team X signs a "Type A" (highest-rated class) free agent from Team Y. To compensate for the loss of the player, Team Y will receive Team X's first-round pick (some restrictions apply) as well as get a "sandwich pick" in a special round that falls between the first and second round. This sandwich round contains only as many picks needed to satisfy all sandwich picks. (You can think of it as "Round 1a".) When all the sandwich picks are taken, the draft proceeds to Round 2.

Wow...great question and it took me awhile to find the answer but I found it in the CBA of MLB and here it is and in plain english, it is a compensatory pick between 2 rounds of the draft, i.e., between the 1st and 2nd, 8th and 9th hence the term 'sandwich pick.' Further, they are generally awarded when a player who was a free agent is signed by another team BUT was offered arbtration by his previous team but still signed with the other team. MLB will determine between what rounds that team will make it's 'sandwich pick.'
