this is when the representative districts in a state are restructure/redrawn because of a population increase or an increase or decrease of congresspersons. A few years ago North Carolina's population grew such that they were granted a new congressional seat and Utah lost a seat due to is shrinkage of population. The 13 congressional districts had to be reapportioned into 14. This can also work for state representatives also.

Apportionment is a fundamental reason for the census.
One of the fundamental reasons for conducting the decennial census of population is to reapportion the U.S. House of Representatives. Apportionment is the process of dividing the 435 memberships or seats in the U.S. House of Representatives among the 50 states. An apportionment has been made on the basis of each decennial census from 1790 to 2000, except following the 1920 census.

Redistricting changes the borders of districts, while reapportionment changes the amount of representation in said districts.
