Where can I find a machine to paint plastics like the housing on cellular phones?

You'll need an air compressor with a spray gun for general all-over painting, or an airbrush (for more detailed design work). Make sure the paint you use will be safe on the plastic housings. Your local hardware store for the first, and an art supply store for the latter should carry them.

Many of the housings aren't painted. The color is mixed into the material being molded.
Certainly there are matte finish and gloss finish paints that will work on plastic, and usually state on the can what they will or will not work on, in applications.
I'm not at all sure a "machine" is what you need, though without knowing your intent or the volume, I suspect no one can give you a definitive answer.
