It may seem stupid to anyone who knows the answer, but I'm curious to know because I'm wondering if some of the members of my jazz band could play in the park without a permit, or if we would catch some heat from the police. I am looking for legality, not " If you choose the right place"

Yes, you do need to get a permit. It's fairly expensive too. I can't remember exactly where you purchase it, but the Chamber of Commerce will be able to tell you.

Yes you do and I'm not sure about the bandshell or the concrete areas. However the NYC Parks department is very particular about the grass in the park and try to keep musicians off it. You know. I would try Music under NY for exposure, its the organization for legit subway musicians.

Phone Parks & Recreation, or even City Hall. You probably need a permit, but it's probably not a big deal.
