I think it's a little bit of both. If its your first job, then it will probably be base on your education. You can also do volunteer work to get more experience. That's what I did. You know as black people we have to be twice as good to be consider equal. I hate to say it but it's reality.

it all depends. but experience > college. A good Education may help make up for a lack of experience, but there are very few jobs that you can just step right into without any experience

It's been my experience that they want education. No matter what your experience, no Bachelor's Degree, no interview.
