can any one explain this behavior? is it normal?

Curiosity, it's common for boys/teens.

Just don't make a big deal out of it, I'm sure he learned his lesson just by you catching him, I doubt he needs anything else. =P I can only imagine how embarrassed he is.

It's normal and not a big deal. But you should be VERY firm in telling him that he is not to borrow anyone else's underwear or any of their other clothing without permission. But especially underwear. Make it general -- not that he shouldn't take women's underwear and put it on but that he shouldn't take ANYONE's clothing (especially undies) without permission. You could offer to buy him a guy thong. Curiosity is normal, but who wants to wear underwear that somebody else put back in the drawer after trying it on. That's gross.

yeah...its pretty normal...

Don't act like your mad...
make fun of him a little...playfully...
but let him know that you don't like that...

Tell your wife something like..."can you belive this kid... I caught him wearing some thongs...ha ha"....don't make it seem like you approve but don't make it seem like you are mad...

His face was almost as red as a beet/tomato when that happened.
