Is he directly elected? Is there a wizard parliament, or some other voting body that governs the wizards of England?

geordiekimbo: I thought of that, but the opening scene of Book 6 (Half Blood Prince) seems to suggust that the "Muggle Prime Minister" has no say in the matter.

I believe, and I'm going at this without google or my books for reference, that the Minister of Magic is elected much as the Prime Minister is, only with only witches and wizards voting. The Wizamagot, of which Dumbledore was a member, has authority of sort over the Minister in that they act as a checks and balance type of situation.

I guess the Wizamagot would elect him, but I don't know if that has ever been covered
