This was not the new rules clarification that MLB inserted this year. Always been the rule if game is regulation, visiting team ties/takes lead in top of inning and home does not complete turn at bat then game is suspended -- simple.

The new rule changed a tie game when its called and official without above exception then it is suspended as well and not a completed tie game.

The Pirates weren't in the lead.

New MLB rules state that if a visiting team takes the lead in the top half of an inning and the game is rained out before the bottom half is complete, then the game will be completed at a later time.

Because there is a new rule this year that games can be suspended and completed at a later date in their entirety rather than having a shortened game.

There was rule change this year, to keep players stats accurate, if not then the Cubs runs would have not counted in the top of the 7th.
