You can look in the Beckett website (I was big into baseball cards late 80's and early 90's, and I used their monthly magazine back in the day. Not sure if it is still available, check bookstores). The website is www.beckett.com. I glanced on there and found a factory set of 1990 Fleer for sale for a range of $3 to $20. So not sure what the "value" is per se, since it would ideally come down to what someone else is willing to pay for it.
The '89 Donruss was listed in the range of $17 - $18.

There are only a few games that don't work without a full deck, Bridge and Solitaire being two. Most games do not need a specific number of cards. That being said, most card games are about chance. In poker a missing card gives disadvantage. If there is a missing eight of spades then someone with an eight is unable to get four of a kind, and has less chance of getting a second eight, and someone with spades has less chance of getting a flush. In Blackjack someone could have the advantage of knowing which card is missing while his competitor doesn't know. Then the odds are different, and he can use the knowledge of the different odds to gain advantage. It is similar with all other games. They are completely playable, but the odds will be slightly different, disadvantaging people, making the games uneven. However, I have had many decks with missing cards and never had problems. The people I played with, myself included, never played at a high enough level to have a missing card make a large impact on the game. If you are playing at a high level, then I would recommend getting a new deck.

Couple, maybe 10 bucks total. Those products were hugely overprinted and have no rarity (or collectability) in today's market.
The Donruss set should have Griffey, Johnson, and Biggio rookie cards. Those are easily the best of the bunch, and the Griffey in perfect condition could fetch $5.
