Since Heinrich Himmler was in charge of the SS he began the concentration camps that eventually led to the places where the exterminations were performed.

Himmler was Hitler's muscle: a true fanatic, and shares full culpabilty and blame for the murder of millions of innocent people. As chief of the SS, and therefore the Gestapo chief, he insured that all of Hitler's enemies within the German state were eliminated. He used fear as a weapon against his own people, very similar to Iraq's Saddam, in order to control them, and to quash any thought of rebellion.
He was responsible for pulling the plan and the people together that became the Final Solution.
Watch the film "Conspiracy", and shiver at the coldness.
There is a special place in hell for Himmler.....and it's cold.
