I had problems downloading when I switched to Internet Explorer 7. What helped a lot (besides going back to IE6 and switching to Opera and Firefox browsers) was doing what I read somewhere:

Go to "run" from the start menu, type %temp%, and delete everything in that folder. (I had one file that didn't delete, probably necessary.) But after I did that it helped a lot.

Also, when I later had various problems downloading or opening some files I installed Internet Download Manager, 5.9 or 5.09 or something, free from www.download.com, and the files that wouldn't work in the other browsers worked fine when I downloaded them with Internet Download Manager. (I downloaded others but haven't tried them yet.) There might only be a 30 day trial or something, I'm not sure, but there's other free download programs out there.

But first try the "run" type in %temp%, oh ya, also clear out all temporary files and cookies from internet options, restart the computer and see if you still have problems. If that doesn't work, try a download manager.

It could be your connection, but that's what they always say, and it never is.
