Wanted to check, doing repair work on a building thats been hit by a vehicle, auto insurance is paying for repair, its a brick pillar doesnt look like it'll be a very long time working there, but there might be some damage on the inside wall, was wondering do i need a permit?

Almost everywhere I know of, especially insurance work requires permits and bonds or certification of some kind or a license. You'll liable yourself doing it yourself.

reparing structural damages, would require a permit. Unless you can repair it on a sunday afternoon.

YES... Any commercial construction of any kind ( be it for yourself or another )
