Yes, DNC List does not apply to them since you are a customer. DNC only applies to cold callers whom you have no prior relationship with.

Yes, it is legal for them to call you because you have a current business relationship with them.
To get them to stop you can call the bank and ask to opt out of any kind of phone solicitations.
Also, if you wanted to sue someone for violating the Do Not Call list. I think they would have to call you multiple times after the first call and after you notified them you are on the list.
You actually have to tell the company you are on the Do Not Call list and if you receive any more calls you will contact the Attorney General of your state.

Unless you signed an opt-out clause when you opened your accounts, they can share information with other departments within the bank, sometimes even third parties. Read the information they give you at the time you open the accounts carefully for these items. You can always go to your bank and ask for an opt out agreement, by law they have to provide you with one.
