Copper electrode is ok ,good conduction and very little resistance . Zinc is not such a good electrode but as a plate in a battery it is ok.

All electrical services, meter, panel, etc, require a ground rod, there are cooper rods and there are galvanized rods, most contractors use galv, unless the print calls for cooper.
