Treat it the same as if it were the shiny side but use more of the adhesive.

Purchase a cheap plastic pool toy repair kit. Use a piece of the repair kit and silicone sealant. Place the silicone under and over the patch. Let it cure overnight.

Recommend Shoe Goo. It's available at Kmart in sportinggoods. It will work on a rougher surface. It dryes fairly fast and is the consistancy of silicon calk.
