Hi !
Summary: Anyone can buy any land legally for sale in Mexico. But, if you don't have proof you are Mexican, you are prohibited from directly owning land in the restricted zones (100 kilometers from international borders and 50 kilometers from the coasts). This is why "Lake" Chapala is popular.
I'll mention what "proof" is in a minute. So, if you don't have proof, you will need to buy a bank trust if your land is in the restricted beach or border zones. This costs a few percent anually to maintain up to 99 years. Like an expensive tax. If it is not, it is in the "interior". If you buy as a foreigner in the interior, you buy a quick permit (about US $425!) from the SRE (Foreign Relations Secretariat), just a bit of red tape saying that you agree to be treated as a Mexican, use Mexican courts, and not get help from a foreign government with regards to your property in case of things like property loss by eminent domain. Also, you'll need a visa unless you have powers of attorneys made and pay people to do it for you.
If you were not born in Mexican territory but your parents were, when you do the closing on the property you can do it as a foreigner as mentioned above, or as a Mexican with proof. The proof in you case will be a Letter of Naturalization based on the fact that you are the direct decendent of at least one Mexican Parent. To apply for a letter, again at the SRE, the biggest hurdle is you need to have lived in Mexico for the last two years as proven by your visas to apply. It takes a further 4 -12 months from the time you apply for the Letter until you get it, and costs about US $300, and you'll need a parent's birth certificate from the municipality they were born in Mexico.
So this is the process, and as someone else said, if you don't live there it would be easy to have your parents buy it if this is an option. But you can do it, and being a dual national is worth it especially with the cost of bank trusts!
Here is the info for a permit and forms:
http://www.sre.gob.mx/english/services/acquiring_proper.htm
And here is the info for a Letter of Naturalization:
http://www.sre.gob.mx/english/services/nationality/1d.htm
And google has a translate option for any URL if you want that:

Best Luck!

No, no one can own land in Mexico regardless of where they are born. However Mexico does allow both natives and foreigners to lease land for up to 99 years.

It may be easier if you have your parents buy it. The small town my wife is from does not allow anyone from outside the pueblo by any land.
