You could have a dirty fuel filter and/or debris in the fuel line.

Water in the gas, or the throttle plate might be stuck, or the throttle linkage might need to be lubricated... Also check for an inline fuel filter. The air filter might be clogged as well, preventing air flow to the carburetor.

It sounds like that's not getting sufficient air or gasoline to proceed working. Check the choke as well. If it's all the way closed, adjust it about a third of the way open. Be sure not to open it too fast after you start it.

Check you sparkplug -- might be fouled from sitting around all winter. Water in the gas is another possible problem.

drain the gas and put fresh fuel in and if that doesnt work check the spark plug and if that doesnt work clean the air filter and if that dont work buy a new one.

You have a blockage in the primary jet in the carb. Take it to a mechanic and get the carb cleaned.

Could you have forgotten about the fuel shut off valve? I know I have before.
