it isn't a correct equation because there is no = sign. if there were and = sign then the answer would be 4. it is also the same thing as saying what is 2 x 2 or 4+0 or 3+1 1+3 0+4 4x1 6-2

Actually, it's not an equation ; it doesn't have an equals sign.
It's an "expression". What it may be equal to is open to interpretation. If it represents addition in the real numbers (and many other number systems), it equals 4. If it represents addition modulo 4, however, it equals 0. If it represents addition modulo 3, it equals 1.
If it's not meant as a MATHEMATICAL expression, the field is even more open!
