Best Western Cabrillo Garden Inn, 9th and A Street. Coffee in the lobby, off street parking 4 blocks from city college. Nice rooms, chicks dig this place, for the price. Next is the Holiday Inn Express 6 blocks fro City college. also check out the Balboa Park Inn its close to the zoo and more of a bed and breakfast type. Hotel Occidental is wonderful 10 blocks from city college, limited parking, also the Park Manor Balboa Park is nice

I believe there's a hostel on the boardwalk (it's technically called Beach front walk) in Pacific Beach. I'm not sure of the name of it, and there is probably an age limit to stay there. But, it's right on the boardwalk, can't get much better than that!

This is a toughie. Most places on the beach know they can charge more for location. If you don't want to be in a hostel, try best westerns or travelodges in Pacific Beach area.
