Can an employer solicit campaign contributions from it's employees for the employer's PAC?

It is quite legal and common. There should be no penalties if you don't contribute, but it is hard to prove that something happened because you didn't contribute.

Happens all the time. But its usually the PAC that solicits the contributions (at least in my experience).
