The 'secret' plan is to keep the most violent extremists tied up in Iraq so they don't have the time and resources to target US interests elsewhere.
The hope is that they will run out of hotheads who what to die coming after us.

Define winning the war in Iraq.
Kill all the terrorist? that would take forever..
How long are we going to finance the rebuilding on Iraq while neglecting our own?
The exit strategy is how to make a graceful exit from Iraq, the plan which are supported by many Generals but rejected by the adminstration.
The Bushies have a different plan called
" I dont know what to do, stay there and kill stuffs I guess.. oh and pump the oil"
First step that they should have done years and years ago was to fire prime Minister Makalili.. for the obvious reasons (Shiite Death Squad).. but he didnt and not even now.

Like a typical Southerner can steal a chicken and call that winning. Or beat a slave. It's all about unfettered antisocial behavior. The more hostile the act the greater the victory.

If Republicans thought they could - or even wanted to - win the war, they would have gone in with a clearly stated objective. The don't want to lose the war, but they don't apear to want to win it, either. That's a perplexing position, and a hard one to support. The Democrats, OTOH, clearly want to lose the war - a much more straightforward objective, but also a hard one to get behind.
Third options, anyone? Greens? Libertarians? Independents? No?

It can be won if it is manned properly with troops. The surge is already turning out positive results. Come election time in 2008 all the squawking about the war will be over and the Dems will have no issues on their platform.
