I owe my previous school money but I need my transcripts in order to go to another school.

Do you owe money on loans or to the school directly? If it's the latter, you're out of luck, but if it's loans, you should just be able to pay a small fee for your transcript.

Other than doing a Mission Impossible style intrusion into the hall of records, I can only see paying what you owe to the school to get the records. I do not know of any way to force them to give the transcripts and I have never heard of a back door procedure for getting it done. Those schools guard those transcripts. You might try asking nicely, but I am not sure that will work.

always have it sent to the admissions office of the school you're applying to. They want that transcript completely sealed and directly from your high school. They don't want your hands touching it for a second. It's always wise to get a copy for yourself and check it out though, just to make sure everything is accurate. You don't want to send out all these transcripts then realize there is a mistake with your gpa. That would be a disaster.

Most schools will not release a transcript if you owe a balance.

Pay up! or maybe sleep with someone in the transcript/ records office for them.

There are no ifs, ands, nor buts about it, my dear. You'll just have to ante up and apply for the transcripts from the school you need it from.

Oh, I do believe that is how the school makes sure they get paid. I think that you are out of luck until you pay for what you took.
