Bush, for better or worse, is the President and therefore Commander in Chief, which means that he does have the authority to manage the war.
As for people who say that he's following the advice of his generals, you may note that he's had half a dozen of them since this started. You might also note that Bush gets to pick them. So Bush is picking Generals who share his view of the war, then trying to snow us by saying he's following their advice. He's thrown out four or five generals who, after the fact, were very pointed in NOT disagreeing with him, but doing so in such a way that it was OBVIOUS they didn't agree with him.
The real killer was Rumsfeld, who implemented his own personal war plan over the objections of the entire Joint Chiefs of Staff. And Bush bought into Rummy's plan.
Rumsfeld is proof that politicians cannot manage a war, so yes, Bush is right.

No, Bush does nt know he's a politician. Seriously. He views himsllf as "Commander-in-Cheif" and the "Decider."
And his followers think he's the Anointed of God--and I think he's begun to believe that, too. As may be, its obvious that Bush does not understand that as President, he is still a public servant--and the people are his boss--and that Congress serves to bring the voice of the people into the highest level of government.
And as an aside: Dear Mr. Bush: the boss is not pleased.

In realilty, however, Congress - the politicians being referenced - do not have the responsibility of running a war (declaring one, yes, running it, no). While the president is charged with that wieghty responsibility.

Politicians aren't managing the war. The Service Men and Women who are over there fighting it are managing it. The only the politicians are doing is trying their best to make sure most of them come home OK and in one piece.

Bush says whatever he thinks is convenient even if it doesn’t make much sense. Bush purports to follow the advice of military commanders but when they don’t tell him what he wants to hear, he fires them.

Bush's job is to manage the war. That is his constitutional power. Reid and all of Congress has no power to manage a war , only to approve it.
