Here is a new Iraq funding policy. Congress approves full funding for the next 3 months, then 75% funding for 3 months, then 50%, then 25%, and finally nothing. At each step, though, Congress has the authority to increase funding to 100% and start the clock over. Congress will do this if they see progress being made on the ground and within the Iraqi government. No hard-and-fast benchmarks that the terrorists can use to target their plans, just an agreement that progress is being made.

So as long a progress is being made, Bush keeps getting full funding. If progress is not being made, money gets cut off and troops will have to start pulling out.

Money (beyond that for our troops) isn't the problem.. in fact.. the Iraqi government hasn't even used most of the money we have sent to them... so our troops are the only thing that needs money.. and you don't have to worry about them.. no way congress would leave them without with only 2 years left in this administration.. I'm sure they feel 2 years is worth the price of keeping them supplied if they must be.. but they will do everything they can in that 2 years to show that it is Bush's decision and not theirs to keep the troops over there.

"Iraq" and "funding policy" should not go together.
