If in the unlikely chance the House and Senate do not pass bills that the President won't veto, what will happen. The president can't take the money and although I think there will be a comprimise what if the Dems refuse to bend?
If there is no money will the troops have to come home anyway? Will they be stuck there with no funding?

I really don't want the typical ignorant answer of "Stupid Democrats" or "Stupid Bush" although I know I will get a few. I'm really curious, hypothetically speaking, what would happen?

Yes, if there's an impasse - with Congress failing to pass any funding bill that the president doesn't veto, and also failing to override any such veto - then, Congress has simply de-funded the war. Congress has every constitutional right to de-fund the war, BTW, so that wouldn't be a failure or abuse of congressional power - and, it would promptly end the war.

The commanders will be forced to cut down on much needed supplies , they will not be forced to come straight back.. Our soldiers will pay the price and hopefully some Americans will step up and make sure the care packages are increased.

We could (& probably will) have a partial shutdown like we did in the 90's.
