What is meant by doubly ionized lithium as relates to it's atomic number?

Good question. The Li++ ion has 1 e- orbiting the nucleus in a doubly ionized lithium ion, whereas Li+ only has 2 e- orbiting. Don't forget that there're 3 protons in the Lithium nucleus.

If you are thinking about "dilithium" from Star Trek, that is just made-up. It would take a lot of energy to remove the second electron from lithium, as it is in a stable 1s2 orbital.
