We all know that going into Iraq was partly to control the world's oil sources. But nothing has been said regarding the revenues of the Iraqi oil fields. It was said in the beginning that the oil revenues would pay for the war and the rebuilding of Iraq. But this has obviously been another LIE!! Where is all the money going and how is it being divided. I have the suspicion that our multi-national oil companies are all reaping the benefits.!!! They all are Bushies!!

Iraq's oil revenues were originally placed in a UN-established fund for the reconstruction of Iraq. That went about as well as could be expected.

More recently, the Iraqi government drafted a Hydrocarbon Law, Article 11 of which addresses revenue:

Article 11: Petroleum Revenues

A- According to the Constitution of Iraq (Articles 106, 111, 112 and 121(3)) regarding theownership of Oil and Gas resources, the distribution of its revenues, and the monitoring offederal revenue allocation, the Council of Ministers must submit a draft federal revenue lawto the Council of Representatives regulating these matters in adherence to the sections of thisArticle.

B- The oil revenues include all the government revenues from Oil and Gas, royalties, signing bonuses and production bonuses of Petroleum contracts with foreign or local companies.

C- The revenues mentioned in Article 11B must be deposited in an account called “the OilRevenue Fund” established for this purpose, and the federal revenue law shall regulate theOil Revenue Fund and ensure its fair distribution according to the Constitution.

D- Another fund must be created under the name “The Future Fund”, and a certain portion ofthe Oil Revenue Fund must be deposited in the Future Fund and be regulated by the law
