It is a scam. If you really won all that money, they could and would take it out before they gave it to you.You would owe for taxes as well. You notice none of the scammers mention that.

i once dealt with a woman who claimed the same but threw in that she was deaf when i asked her if I could call her. let me guess- they're asking you to send it through a money order.
